Shree Cement Limited, under the Project name ‘Naman,’ provides free cement to the families of Armed Forces personnel.
It is a unique initiative undertaken by the cement giant towards welfare measures under Corporate Social Responsibility.
The family or the next of kin (NOK) of a Martyr who died in a battle between 1st January 1999 to 1st January 2019 (20 Years), would be provided free cement to build a house on a plot size area of up to 4000 sq ft.
The family of a Martyr may procure the cement in person from any of Shree Cement’s manufacturing facilities spread across India. An MoU has been signed between Kendriya Sainik Board (KSB) and Shree Cement Limited in this regard. KSB has issued an SOP in this regard so that the cement could be issued to the eligible dependents of the martyrs. The complete process is being done through Rajya Sainik Boards and Zila Sainik Boards. The main features are as under:
Eligibility for the issue of Free Cement
Next of Kins (NOKs) of martyrs between 01 Jan 1999 t 01 Jan 2019 are eligible.
Definition of NOK (Next of Kin)
- If the martyr was married, the NOK will be wife/husband.
- In case the wife/husband has expired, the NOK will be children subject to being below 25 years of age as on the date of application and the date of application will have to be a date later than the date of signing MoU.
- If the martyr was not married, the NOK would be the parents.
Few important points:
- The above facility is available for construction of ONE NEW HOUSE IN A PLOT SIZE AREA UP TO 4000 Sq Ft and admissible to one NOK only.
- In case of one family is having more than one martyr, this scheme will be extended to every martyr.
Documents Required to be submitted
The applicants will be required to submit the following photocopies of original documents duly attested by their respective ZSWO for claiming the benefits:
- All pages ‘discharge book’ issued by Army/Navy/lAF Records clearly showing the martyr to be “Battle Casualty – Fatal” and the name of the NOK of a martyr (Wife/Mother/Father/Son/Daughter).
- Latest ‘Pension Payment Order (PPO)” showing that the NOK is in receipt of ‘Liberalised Family Pension.
- ‘Battle Casualty’ certificate or ‘Part II Order issued by the Record Office.
- ‘Address Proof issued by Sarpanch/TehsiIdar/ZSWO.
- ‘Building Plan’ specifying that it is new construction of the building.
- Registration papers of plot/house in the name of the beneficiary.
- Aadhaar Card.
Actions to be taken by Zila Sainik Board/Zila Sainik Welfare Officer
ZSB is the key office to ensuring that the proposed benefit reaches the correct beneficiary in a reasonable time frame. The ZSWO is responsible for the following: –
- Contact all the NOK of martyrs of the last 20 years (wef 01 Jan 1999 to 01 Jan 2019) in their area of responsibility.
- If the NOK is willing to avail of this facility then depute ‘Welfare Organisers’ to assist the NOK in preparing and compiling documents as per Para 5 above.
- Once documents are ready, forward them to the office of Shree Cement Ltd, as under:-HOD CSR Dept SHREE CEMENT LTD

PIN Code — 305901 - The ‘release order’ from Shree Cement Limited will be released to the respective ZSBs.
- The Zila Sainik Board (ZSB) in turn will hand over the release order to NOK and maintain its record.
- The release order will comprise both PPC and OPC with OPC not exceeding 40% of the total quantity.
- The beneficiary will be required to collect the cement from the nearest manufacturing unit as nominated by HOD CSR Shree Cement.

The eligibility of free cement would be worked out as given below:

Important Parameters to note
- The construction area has been worked out as given below which may vary from state to state based on state/local laws:

| Plot size above 2000 to 4000 Sq Ft | 65% of plot size area |
- The cement will be given for ONE “GROUND FLOOR” construction only.
- In case the size of the plot is more than 4000 Sq Ft, the provision of cement will “NOT BE MORE THAN 720 CEMENT BAGS”.
- The weight of one cement bag is 50 Kgs.
As said by the Army Commander, HQ Southern Western Command, it is a wonderful gesture by Shree Cement to extend their support and solidarity for our veterans, martyrs who have given their lives for the country and it is a rare and unique recognition. This initiative, in the true sense, has cemented a place for the company in the annals of army history for the welfare of martyrs who have laid down their lives for the human service while forgetting the welfare of their families. He further added that a lot more needs to be done for the army and soldiers who have laid down their lives in their line of duty and other corporates should also come forward for the welfare cause in the same lines.

हाउस बिल्डिंग के लिए सैनिकों के परिवारों को मुफ्त सीमेंट
श्री सीमेंट लिमिटेड, प्रोजेक्ट नाम ‘नमन’ के तहत, सशस्त्र बलों के कर्मियों के परिवारों को मुफ्त सीमेंट प्रदान करता है।
यह कॉर्पोरेट सामाजिक उत्तरदायित्व के तहत कल्याणकारी उपायों के लिए कंपनी द्वारा की गई एक अनूठी पहल है।
1 जनवरी 1999 से 1 जनवरी 2019 (20 वर्ष) के बीच की लड़ाई में शहीद हुए एक शहीद के परिवार या परिजनों (NOK) को 4000 वर्ग फुट तक के प्लॉट साइज वाले इलाके में घर बनाने के लिए मुफ्त में सीमेंट उपलब्ध कराया जाएगा। ।
एक शहीद का परिवार भारत भर में फैली किसी भी श्री सीमेंट की विनिर्माण सुविधाओं में से सीमेंट खरीद सकता है। इस संबंध में केंद्रीय सैनिक बोर्ड (केएसबी) और श्री सीमेंट लिमिटेड के बीच एक समझौता ज्ञापन पर हस्ताक्षर किए गए हैं। केएसबी ने इस संबंध में एक एसओपी जारी किया है ताकि शहीदों के पात्र आश्रितों को सीमेंट जारी किया जा सके। पूरी प्रक्रिया राज्य सैनिक बोर्डों और जिला सैनिक बोर्डों के माध्यम से की जा रही है। मुख्य विशेषताएं इस प्रकार हैं:
फ्री सीमेंट के मुद्दे के लिए पात्रता
01 जनवरी 1999 से 01 जनवरी 2019 के बीच शहीदों के (NOK) पात्र हैं।
NOK (निकटतम परिजन) की परिभाषा
- यदि शहीद विवाहित था, तो NOK पत्नी / पति होगी।
- यदि पत्नी / पति की मृत्यु हो गई है, तो आवेदन करने की तिथि के अनुसार, NOK 25 वर्ष से कम आयु के बच्चे होंगे और आवेदन की तारीख एमओयू पर हस्ताक्षर करने की तिथि से बाद में होगी।
- यदि शहीद की शादी नहीं होती, तो NOK माता-पिता होंगे ।
कुछ महत्वपूर्ण बिंदु:
- उपरोक्त सुविधा एक वर्ग के क्षेत्र में वन न्यू हाउस के निर्माण के लिए उपलब्ध है, 4000 वर्ग फुट से ऊपर और केवल एक नोकिया के लिए स्वीकार्य है।
- एक परिवार के एक से अधिक शहीद होने की स्थिति में, यह योजना हर शहीद तक विस्तारित की जाएगी।
प्रस्तुत करने के लिए आवश्यक दस्तावेज
लाभ के दावे के लिए आवेदकों को अपने संबंधित ZSWO द्वारा विधिवत सत्यापित मूल दस्तावेजों की निम्नलिखित फोटोकॉपी जमा करना आवश्यक होगा: –
- सेना / नौसेना / lAF रिकॉर्ड्स द्वारा जारी किए गए सभी पृष्ठों / डिस्चार्ज बुक ’में स्पष्ट रूप से शहीद को“ बैटल कैजुअल्टी – घातक ”और शहीद (पत्नी / माता / पिता / पुत्र / बेटी) के नाम का नाम दिखाया गया है।
- नवीनतम “पेंशन भुगतान आदेश (पीपीओ)” दिखा रहा है कि नोकिया ‘उदार परिवार पेंशन’ की प्राप्ति में है।
- ‘बैटल कैजुअल्टी’ प्रमाणपत्र या रिकॉर्ड कार्यालय द्वारा जारी ‘भाग II’ आदेश।
- सरपंच / तहसीदार / ZSWO द्वारा जारी किया गया एड्रेस प्रूफ।
- ‘बिल्डिंग प्लान’ यह निर्दिष्ट करता हुआ कि यह भवन का नया निर्माण है।
- लाभार्थी के नाम पर भूखंड / मकान का पंजीकरण पत्र।
- आधार कार्ड।
जिला सैनिक बोर्ड / जिला सैनिक कल्याण अधिकारी द्वारा किया जाने वाला कार्य
ZSB यह सुनिश्चित करने के लिए मुख्य कार्यालय है कि प्रस्तावित लाभ उचित समय सीमा में सही लाभार्थी तक पहुँचता है। ZSWO निम्नलिखित के लिए जिम्मेदार है: –
- पिछले 20 वर्षों के शहीदों के सभी NOK (01 जनवरी 1999 से 01 जनवरी 2019 तक) से अपने-अपने क्षेत्र में संपर्क करें।
- यदि NOK इस सुविधा का लाभ उठाने के लिए तैयार है, तो ऊपर दिए गए पैरा 5 के अनुसार दस्तावेजों को तैयार करने और संकलित करने में NOK की सहायता के लिए वेलफेयर ऑर्गनाइजर्स ’को जिम्मेदारी सोंपें ।
- एक बार दस्तावेज तैयार हो जाने के बाद, उन्हें श्री सीमेंट लिमिटेड के कार्यालय में अग्रेषित करें: –

- ज़िला सैनिक बोर्ड (ZSB) NOK को जारी आदेश सौंप देगा और अपना रिकॉर्ड बनाए रखेगा।
- रिलीज ऑर्डर में पीपीसी और ओपीसी दोनों शामिल होंगे जिसमें ओपीसी कुल मात्रा का 40% से अधिक नहीं होगा।
- लाभार्थी को एचओडी सीएसआर श्री सीमेंट द्वारा नामित निकटतम विनिर्माण इकाई से सीमेंट लानी होगी।
निःशुल्क सीमेंट की पात्रता
मुफ्त सीमेंट की पात्रता के अनुसार काम किया जाएगा:

नोट करने के लिए महत्वपूर्ण पैरामीटर

- सीमेंट केवल एक “भू तल” निर्माण के लिए दिया जाएगा।

- एक सीमेंट बैग का वजन 50 किलोग्राम है।
