Kendriya Sainik Board has prepared an SOP (Standard Operating Procedure) based on the MoU with Andhra University to issue graduation degrees to retired soldiers.

This will be a revolution in the field of re-employment of retired soldiers if implemented in letter and spirit by all concerned.

The government has made several provisions so that a retired soldier gets a decent job after completing his military service. They have reserved jobs for them and made special provisions to reduce some eligibility conditions. Most of the retiring soldiers are matric and non-matric and could not get jobs that have higher educational qualifications like graduation.

To overcome this, every soldier who is an undergraduate and served at least 15 years in Army, Air Force, or Navy is issued with an ‘Army Graduation Certificate’ at the time of retirement. For the issue of this certificate, the soldier must be matric or has an Indian Army Special Certificate of Education (similar certificate in Air Force and Navy). For this GOI issued letter No.15012/8/82-Estt (D) of the Ministry of Personnel, Public Grievances dated 12-02-1986.

However, it is experienced over time that various employing agencies due to ignorance and validity of the certificate-issuing authority don’t honor it. To overcome this problem, an MoU has been signed between KSB and Andhra University, UGC recognized university to issue a graduation degree ie Bachelor of Arts to the eligible retired soldiers in the light of GOI issued letter No.15012/8/82-Estt (D) of Ministry of Personnel, Public Grievances dated 12-02-1986.

Through this MoU was signed on 01 November 2018, there was not a laid down procedure and guidelines as to how this certificate will be issued. Now, these guidelines have been issued by the KSB in the form of an SOP (Standard Operating Procedure). This SOP has been sent by KSB to all Rajya Sainik Boards and Zila Sainik Welfare Offices on 24 February 2021 for their further action.

As per this SOP, every soldier who wants to get this degree has to pay a fixed university fee of Rs 12,500/-. The concerned Zila Sainik Welfare Office or Rajya Sainik Board will prepare a Marks Sheet as per his previous academic and military qualifications. Marks will be as under to ensure Percentage and divisions:-

To award this degree, the following documents are to be sent to the Andhra University by the respective Rajya Sainik Board:-

(a) Photocopy of MoU with Andhra University.
(b) List of eligible applicants and details of fee paid.
(c) Consolidated Marksheet.

On receipt of the above documents, the university will issue Original Degree and Marks Memo or say Marks Sheet which can not be denied by any employing agency.

We hope that this will end the issue of the validity of Army Graduation Degree and solider will be able to get jobs reserved for them. It is seen that most of the jobs reserved for soldiers remain unfilled and given to the civilian candidates saying that eligible retired soldiers are not available. Despite the vacant position, due to the lack of system and the non-cooperation of the concerned employees, the soldier denied his rightful job.

This facility is available to the retired soldiers who retired on or after 01 January 2010. If your date of retirement is 01 January 2010 or after that and need this degree, kindly visit your Zila Sainik Welfare Office or Rajya Sainik Board. They may say that they don’t have a copy of such a policy. You may download it from the link provided here or from the website of Kendriya Sainik Board. www.ksb.gov.in

We pray that these commendable efforts of the Kendriya Sainik Board in doing the MoU with Andhra University and preparing guidelines in the form of an SOP (Standard Operating Procedure) for the award of graduation degree to retired soldiers will never go to waste. If implemented properly, this will be a revolution in the field of re-employment of retired soldiers. Most of the soldiers retire at the age of 35 – 45 years with a negligible pension after commutation and mammoth responsibilities like education and marriage of children, construction of a house, looking after aged parents, etc. They are forced to do jobs that carry payments as low as Rs 8000 to 10,000/- per month and decent vacancies reserved for them go unfilled.

Now, it is up to the District Sainik Welfare Offices and the State Sainik Boards to enable these genuine warriors to fight for life by getting these retired soldiers’ graduation degrees from a UGC-approved university. Or, by pretending to be overworked, makes a significant contribution to neutralizing a great initiative in empowering the defenders of our motherland.

आंध्र विश्वविद्यालय द्वारा सैनिकों को स्नातक उपाधि

केंद्रीय सैनिक बोर्ड ने सेवानिवृत्त सैनिकों को स्नातक की डिग्री जारी करने के लिए आंध्र विश्वविद्यालय के साथ समझौता ज्ञापन पर आधारित एक एसओपी (मानक संचालन प्रक्रिया) तैयार किया है।

यह सभी संबंधितों द्वारा सही ठंग से लागू किए जाने पर सेवानिवृत्त सैनिकों के पुन: रोजगार के क्षेत्र में एक क्रांति होगी।

सरकार ने कई प्रावधान किए हैं ताकि एक सेवानिवृत्त सैनिक को अपनी सैन्य सेवा पूरी करने के बाद एक अच्छी नौकरी मिले। उन्होंने उनके लिए नौकरियां आरक्षित की हैं और कुछ पात्रता शर्तों को कम करने के लिए विशेष प्रावधान किए हैं। सेवानिवृत्त होने वाले अधिकांश सैनिक मैट्रिक और गैर-मैट्रिक हैं और उन्हें वे नौकरियां नहीं मिल सकती है, जिनके लिए स्नातक जैसी उच्च शैक्षणिक योग्यता है।

इसे दूर करने के लिए, प्रत्येक सैनिक को सेवानिवृत्ति के समय ’सेना स्नातक प्रमाणपत्र’ दिया जाता है जिसने सेना, वायु सेना या नौसेना में कम से कम 15 साल की है। इस प्रमाणपत्र को जारी करने के लिए, सैनिक मैट्रिक होना चाहिए या उसके पास भारतीय सेना का विशेष शिक्षा प्रमाणपत्र (वायु सेना और नौसेना में भी समान प्रमाण पत्र दिया जाता है) होना चाहिए। इसके लिए भारत सरकार के कार्मिक, लोक शिकायतों और पेंशन मंत्रालय ने दिनांक 12-02-1986 को संख्या GO.15012 / 8/82-Estt (D) जारी किया हुआ है।

हालांकि, समय के साथ यह अनुभव किया गया है कि विभिन्न रोजगार दाता विभाग और संस्थायें अज्ञानता वश और ’सेना स्नातक प्रमाणपत्र’ की वैधता के संशय के इसे स्वीकार नहीं करती हैं। इस समस्या को दूर करने के लिए, केएसबी और आंध्र विश्वविद्यालय जो कि एक यूजीसी द्वारा मान्यता प्राप्त विश्वविद्यालय है के बीच सेवानिवृत्त सैनिकों को कला स्नातक उपाधि जारी करने के लिए एक समझौता ज्ञापन (MoU) पर हस्ताक्षर किए गए हैं।

हालांकि इस एमओयू पर 01 नवंबर 2018 को हस्ताक्षर किए गए थे, लेकिन एक निर्धारित प्रक्रिया और दिशानिर्देश नहीं थे कि यह प्रमाण पत्र कैसे जारी किया जाएगा। अब ये दिशानिर्देश KSB द्वारा एक SOP (मानक संचालन प्रक्रिया) के रूप में जारी किए गए हैं। यह SOP केएसबी द्वारा सभी राज्य सैनिक बोर्डों और जिला सैनिक कल्याण कार्यालयों को 24 फरवरी 2021 को उनकी आगे की कार्रवाई के लिए भेज दी गयी है।

इस एसओपी के अनुसार, प्रत्येक सैनिक जो इस डिग्री को प्राप्त करना चाहता है, उसे 12,500 / – रुपये का एक निश्चित शुल्क विश्वविद्यालय को देना होगा। संबंधित जिला सैनिक कल्याण कार्यालय या राज्य सैनिक बोर्ड सैनिक की पिछली शैक्षणिक और सैन्य योग्यता के अनुसार मार्क्स शीट तैयार करेगा। मार्कशीट के अंकों के आधार पर प्रतिशत और श्रेणी इस तरह से निर्धारित होंगे: –

इस डिग्री को देने के लिए, इन दस्तावेजों को आंध्र प्रदेश विश्वविद्यालय को संबंधित राज्य सैनिक बोर्ड द्वारा भेजा जाना है: –

(अ) आंध्र विश्वविद्यालय के साथ समझौता ज्ञापन की फोटोकॉपी।
(ब) पात्र आवेदकों की सूची और भुगतान किए गए शुल्क का विवरण।
(स) समेकित मार्कशीट।

उपरोक्त दस्तावेजों की प्राप्ति पर, विश्वविद्यालय मूल डिग्री और मार्क्स मेमो या मार्क्स शीट जारी करेगा जिसे किसी भी रोजगार एजेंसी द्वारा अस्वीकार नहीं किया जा सकता है।

हमें उम्मीद है कि इससे आर्मी ग्रेजुएशन डिग्री की वैधता का मुद्दा खत्म हो जाएगा और सैनिक अपने लिए आरक्षित नौकरियां हासिल कर सकेंगे। यह देखा जाता है कि सैनिकों के लिए आरक्षित अधिकांश नौकरियां खाली रह जाती हैं और जनरल उम्मीदवारों को यह कहते हुए दी जाती हैं कि योग्य सेवानिवृत्त सैनिक उपलब्ध नहीं हैं। खाली पद होते हुए भी सैनिक व्यवस्था की खामी और सम्बंधित कर्मचारियों असहयोग के कारण मन मशोष कर रहा जाता है।

केंद्रीय सैनिक बोर्ड ने सेवानिवृत्त सैनिकों को स्नातक की डिग्री जारी करने के लिए आंध्र विश्वविद्यालय के साथ समझौता ज्ञापन पर आधारित एक एसओपी (मानक संचालन प्रक्रिया) तैयार किया है। यह सभी संबंधितों द्वारा सही ठंग से लागू किए जाने पर सेवानिवृत्त सैनिकों के पुन: रोजगार के क्षेत्र में एक क्रांति होगी।

हम प्रार्थना करते हैं कि आंध्र विश्वविद्यालय के साथ एमओयू करने और सेवानिवृत्त सैनिकों को स्नातक की उपाधि प्रदान करने के लिए एक एसओपी (मानक संचालन प्रक्रिया) के रूप में दिशानिर्देश तैयार करने के केन्द्रीय सैनिक बोर्ड के ये सराहनीय प्रयास कभी बेकार नहीं जाएंगे। अगर इसे सही तरीके से लागू किया जाता है, तो यह सेवानिवृत्त सैनिकों के पुन: रोजगार के क्षेत्र में एक क्रांति होगी। अधिकांश सैनिक Commutation के बाद बची नगण्य पेंशन के साथ 35 – 45 साल की उम्र में सेवानिवृत्त हो जाते हैं। बच्चों की शिक्षा और शादी, घर का निर्माण, वृद्ध माता-पिता की देखभाल आदि की विशाल जिम्मेदारियां उनपर होती हैं । वे 8000 से 10,000 / – प्रतिमाह नौकरियां करने पर मजबूर होते है और उनके लिए आरक्षित बढ़िया पद रिक्त रहा जाते हैं।

अब, यह जिला सैनिक कल्याण कार्यालयों और राज्य सैनिक बोर्डों पर निर्भर है कि वे इन वास्तविक योद्धाओं को यूजीसी द्वारा अनुमोदित विश्वविद्यालय से स्नातक की उपाधि प्राप्त कर जीवन के लिए लड़ने के लिए सक्षम करें। या, अत्यधिक कार्यभार का बहाना बनाकर, हमारी मातृभूमि के रक्षकों को सशक्त बनाने में एक महान पहल को बेअसर करने के लिए एक महत्वपूर्ण योगदान देता है।
