In recent days, all of us have noticed that the nation is facing an acute shortage of medical resources in terms of beds, medicines, Oxygen, and other related facilities in the face of the second wave of the COVID-19.
There seems to be complete chaos in health facilities and people are complaining about insufficiency and inadequacy. The soldiers, especially the retired soldiers, being part of the same society are also facing similar situations. Though there is a dedicated scheme for retired soldiers to look after their medical problems in form of ECHS. However, this scheme does not have its own in-patient health care system and depends on the local Military or empaneled Hospitals. In emergencies and situations like the present pandemic, ECHS beneficiaries are left alone as they are beneficial to private empaneled hospitals financially. Military Hospitals give priority to the serving soldiers as they think retired soldiers can access other hospitals on a cashless basis through ECHS or can claim the cost of medication if treated at the private hospitals. Though, it is true in normal situations but not so true in emergencies and current pandemic. In some unfortunate instances, even senior veterans of the rank of Brig have been turned away by the Military Hospital due to the non-availability of beds. This has resulted in the loss of their precious lives. In such situations, a question arises that in case of emergency, whom should a retired soldier and his dependents approach to save their lives. To address this, the Army Authorities have initiated some steps. Some of them are given below for your information.
Message from Army Commander HQ Southern Command for information to the retired soldiers and dependents.
“Dear Elders/Veterans,
I hope that you and your family are safe and in good health. These are difficult times as the second surge of COVID is raging across the country. I reach out to you to assure each one that the Army is making every effort to remove any COVID-related difficulty that our veterans and their families are experiencing. I am also confident that collectively we will be able to overcome this challenge.
Our medical facilities are being expeditiously expanded. There will be no distinction between the serving and veterans in extending medical treatment.
To reduce exposure to infection, for non-COVID medical requirements, I urge you to utilise the www.sehatopd.in for access to speedy med advice.

Southern Comd” As per the message received from Brig Kartar Singh, President, Indian Ex-Servicemen League, Brig Akaash Johar, Director, Indian Army Veterans, Army Headquarters has instructed the following measures for the welfare of retired soldiers:
- All Col Veterans to kindly pass it to the veterans to keep in touch with the ESM Cells over the covid situation in each station.
- All measures to be taken by the ESM CELLS to come to the aid of any veteran seeking help.
- Emergency numbers to be manned at each station 24×7.
- Veterans are authorized treatment in the local MH and they should not be turned away from the MHs
- All Stationn ESM Cells to ensure that info of Covid Care Facilities in each district are known to the Veterans and they do not lose time looking for information of the closest such facility.
- Veterans must keep in touch with each other especially where they are living in isolated areas without family support. ESM Cells may evolve a process to ensure that a system of buddy pairs is made amongst the Veterans to take care of each other.
- Guidelines and advisories to be made in local language by all ESM Cells and promulgated to all Veterans.
- Whatever be the situation, The Indian Army will continue to look after its Veterans and all veterans should be reassured that they can approach us for any kind of assistance in these trying times.
He has also requested all the Directors and Col Veterans to confirm to him through WhatsApp that these measures have been incorporated in their Area of Responsibility.
Such measures must also be in place in other commands as well. Veterans may obtain their contact details and liaise with local military authorities in case of medical emergencies.

इस तरह के उपाय अन्य कमांड में भी होने चाहिए। चिकित्सा आपात स्थिति के मामले में सेवानिवृत सैनिक अपने संपर्क विवरण और स्थानीय सैन्य अधिकारियों से संपर्क कर सकते हैं।
भारतीय पूर्व सैनिक लीग के अध्यक्ष ब्रिगेडियर करतार सिंह, ब्रिगेडियर आकाश जोहर, निदेशक, भारतीय सेना के वेटरन्स, सेना मुख्यालय से प्राप्त संदेश के अनुसार, सेवानिवृत्त सैनिकों के कल्याण के लिए निम्नलिखित उपायों का निर्देश दिया गया है:
- सभी कर्नल वेटरन्स कृपया प्रत्येक स्टेशन में कोविद की स्थिति पर ESM Cell के साथ संपर्क में रहने के लिए इसे वेटरन्स को पास करें।
- किसी भी वेटरन्स की मदद के लिए आने के लिए ईएसएम सेल द्वारा उठाए जाने वाले सभी उपाय करें ।
- प्रत्येक स्टेशन पर 24×7 पर इमरजेंसी नंबर होने चाहिए।
- स्थानीय MH में वेटरन्स उपचार के लिए अधिकृत हैं और उन्हें MH से दूर नहीं किया जाना चाहिए ।
- सभी Stn ESM Cell यह सुनिश्चित करें कि प्रत्येक जिले में कोविद देखभाल सुविधाओं की जानकारी वेटरन्स को पता हो और वे इस तरह की निकटतम सुविधा की जानकारी पाने में समय न गवाएं।
