Today, we will discuss how to get Ayurvedic, Yoga, Unani, Siddha, and Homeopathy (AYUSH) treatment through ex-servicemen contributory health scheme (ECHS).

ECHS facility is very beneficial for Ex-servicemen. Under this medical facility, a retired soldier can get the treatment of even the smallest and greatest of diseases for free. Treatment is done in the ECHS facility at ECHS Polyclinic, Military Hospital, and Private ECHS Empanelled Hospital. This facility is improving regularly. Recently, treatment has also been introduced through AYUSH (Ayurveda, Yoga, Naturopathy, Unani, Siddha, and Homeopathy) hospitals under ECHS.

Many times, Ex-servicemen get their treatment done under an alternative system of medicine like Ayurvedic, Homeopathy, etc. and they cannot claim the money spent due to lack of information. For your information, it is brought out that through ECHS, members can take treatment from AYUSH (Ayurveda, Yoga, Naturopathy, Unani, Siddha, and Homeopathy) and claim it completely.

Here, we will discuss the procedure for getting treatment in AYUSH Hospital under the ECHS facility, the entire expenses of which are provided by ECHS.

ECHS AYUSH treatment facility

1. ECHS Beneficiaries can get treatment from Government AYUSH hospital, college, AYUSH national institute, district hospital, subdistrict hospital, government dispensary, primary health care center, municipality hospitals funded by the center and state government, under Ayurveda, Yoga, Naturopathy, Unani, Siddha and homeopathy system of medicine.
2. Treatment can be taken in this scheme through OPD basis and hospital admission. The scheme has come into effect from September 2018.
3. For the AYUSH Medical facility, ECHS members are required to first obtain a permission from ECHS Polyclinic or ECHS Regional Center or ECHS Central Organization. Make two copies of the application for permission, Out of which one copy will remain with the permission granting authority. The other copy remains with the individual who has to attach it with other documents while claiming the medical bill.
4. For the permission of AYUSH treatment, it is necessary to accept certain conditions. If a retired soldier is already taking allopathic treatment, he will not receive AYUSH permission alongwith allopathic treatment.
5. ECHS members can take only one treatment at a time. There is no permission for two treatment systems simultaneously. It depends on the ECHS beneficiery whether he wants allopathic treatment or AYUSH.
6. Permission of AYUSH treatment will be available only for those institutions which are government and approved by ECHS.
7. ECHS members can undergo AYUSH system of treatment after obtaining permission. But they will have to pay for the treatment expenses themselves. After that, the expenses on treatment can be claimed by the ECHS member.

Let’s now talk about how to claim AYUSH treatment bill. The application format for taking permission for treatment is given in the photo below.

All the above-mentioned documents have to be submitted to the parent polyclinic within 3 months of treatment. The parent polyclinic then takes the remaining action to claim the bill.

The main points related to AYUSH treatment are as follows.

1. Bill can be claimed for the expenses for consultation, investigation, procedure, treatment, medicine.

2. Bills can be claimed at the actual rate ie MRP.

3. The entire cost of medicine can be claimed. If medicine falls under the category of food, tonic, vitamins such as revital capsules, disinfectant, toiletries, etc., cannot be claimed.

4. Treatment expenses taken in private AYUSH hospital also cannot be claimed.

5. UTI ITSL closely scrutinizes the submitted documents and processes the bill. After receiving the approval from the CFA, the money is credited directly to the account of the ECHS member.

आज हम चर्चा करेंगे कि पूर्व सैनिक योगदान स्वास्थ्य योजना (ECHS) के माध्यम से आयुर्वेदिक, योग, यूनानी, सिद्ध और होम्योपैथी (आयुष) उपचार कैसे प्राप्त करें।

पूर्व सैनिकों के लिए ECHS सुविधा बहुत फायदेमंद है। इस चिकित्सा सुविधा के तहत, एक सेवानिवृत्त सैनिक को छोटी से छोटी और बड़ी से बड़ी बीमारी का इलाज मुफ्त में मिल सकता है। ECHS पॉलीक्लिनिक, सैन्य अस्पताल और निजी एमपेल्ड अस्पताल में उपचार किया जाता है। इस सुविधा में नियमित रूप से सुधार हो रहा है। हाल ही में, ECHS के तहत आयुष (आयुर्वेद, योग, प्राकृतिक चिकित्सा, यूनानी, सिद्ध और होम्योपैथी) अस्पतालों में भी उपचार शुरू किया गया है।

कई बार, पूर्व सैनिक अपना इलाज वैकल्पिक चिकित्सा पद्धति जैसे आयुर्वेदिक, होम्योपैथी आदि के तहत करवाते हैं और वे जानकारी के अभाव में खर्च किए गए धन का दावा नहीं कर सकते। आपकी जानकारी के लिए, ईसीएचएस के माध्यम से, सदस्य आयुष (आयुर्वेद, योग, प्राकृतिक चिकित्सा, यूनानी, सिद्ध और होम्योपैथी) से उपचार ले सकते हैं और इसे पूरी तरह से दावा कर सकते हैं।

यहां, हम ECHS सुविधा के तहत आयुष अस्पताल में उपचार प्राप्त करने की प्रक्रिया के बारे में चर्चा करेंगे, जिनमें पूरे खर्च ECHS द्वारा प्रदान किए।

ECHS आयुष उपचार सुविधा

1. ईसीएचएस लाभार्थी आयुर्वेद, योग, प्राकृतिक चिकित्सा, यूनानी चिकित्सा, सिद्ध और होम्योपैथी प्रणाली के तहत सरकारी आयुष अस्पताल, कॉलेज, आयुष राष्ट्रीय संस्थान, जिला अस्पताल, सरकारी अस्पताल, सरकारी औषधालय, प्राथमिक स्वास्थ्य देखभाल केंद्र, केंद्र और राज्य सरकार द्वारा वित्तपोषित नगरपालिका अस्पतालों से उपचार प्राप्त कर सकते हैं।

2. इस योजना में ओपीडी और अस्पताल में प्रवेश के माध्यम से उपचार लिया जा सकता है। यह योजना सितंबर 2018 से लागू हो गई है।

3. आयुष चिकित्सा सुविधा के लिए, ईसीएचएस सदस्यों को पहले ईसीएचएस पॉलीक्लिनिक या ईसीएचएस क्षेत्रीय केंद्र या ईसीएचएस केंद्रीय संगठन से अनुमति प्राप्त करने की आवश्यकता होती है। अनुमति के लिए आवेदन की दो प्रतियां बनाएं, जिसमें से एक प्रति अनुमति देने वाले प्राधिकारी के पास रहेगी। दूसरी प्रति लाभार्थी के पास रहती है जिसे मेडिकल बिल का दावा करते समय इसे अन्य दस्तावेजों के साथ संलग्न करना होता है।

4. आयुष उपचार की अनुमति के लिए, कुछ शर्तों को स्वीकार करना आवश्यक है। यदि कोई सेवानिवृत्त सैनिक पहले से ही एलोपैथिक उपचार ले रहा है, तो उसे एलोपैथिक उपचार के साथ आयुष अनुमति प्राप्त नहीं होगी।

5. ईसीएचएस सदस्य एक बार में केवल एक ही उपचार कर सकते हैं। एक साथ दो उपचार प्रणालियों के लिए कोई अनुमति नहीं है। यह ईसीएचएस लाभार्थी पर निर्भर करता है कि वह एलोपैथिक उपचार चाहता है या आयुष।

6. आयुष उपचार की अनुमति केवल उन्हीं संस्थानों की मिलेगी जो सरकारी हैं और ईसीएचएस द्वारा अनुमोदित हैं।

7. ईसीएचएस सदस्य अनुमति प्राप्त करने के बाद उपचार की आयुष प्रणाली से गुजर सकते हैं। लेकिन उन्हें इलाज के खर्च का भुगतान खुद करना होगा। उसके बाद, ईसीएचएस सदस्य द्वारा उपचार पर खर्च का दावा किया जा सकता है।

आइए अब बात करते हैं कि आयुष उपचार बिल का दावा कैसे करें। उपचार के लिए अनुमति लेने के लिए आवेदन प्रारूप नीचे फोटो में दिया गया है।

उपरोक्त सभी दस्तावेजों को उपचार के 3 महीने के भीतर मूल पॉलीक्लिनिक में जमा करना होगा। Parent पॉलीक्लिनिक फिर बिल का दावा करने के लिए शेष कार्रवाई करता है।

AYUSH ट्रीटमेंट से सम्बंधित मुख्य पॉइंट इस प्रकार है।

1. आयुष में कंसल्टेशन, इन्वेस्टीगेशन, प्रोसीजर, ट्रीटमेंट, मेडिसिन के लिए होने वाले खर्च के लिए ECHS मेंबर बिल क्लेम कर सकते है।
2. बिल क्लेम एक्चुअल रेट यानी MRP पर क्लेम किये जा सकते है।
3. मेडिसिन की पूरी कॉस्ट क्लेम की जा सकती है। यदि मेडिसिन फ़ूड, टॉनिक, विटामिन की केटेगरी में आते है जैसे रिवाइटल कैप्सूल्स, disinfectant, toileteries इत्यादि का क्लेम नही कर सकते है।
4. प्राइवेट AYUSH हॉस्पिटल में लिया गया ट्रीटमेंट का खर्चा भी क्लेम नही किया जा सकता है।
5. UTI ITSL जमा किये गए डाक्यूमेंट्स की बारीकी से जांच करती है तथा बिल को प्रोसेस करती है। इसके पश्चात CFA से अप्रूवल मिलने के बाद पैसे डायरेक्ट ECHS मेंबर के एकाउंट में क्रेडिट कर दिए जाते है।
